As the scandalous Japanese education system collapses under its own putrid weight, South Koreans government are taking massive action to improve theirs.

Whereas Japanese bury their heads in the sand concerning their institutionally corrupt education system (as well as the political system, police force …) South Korea has acknowledged their problems and are taking steps to address them. [Excerpts are from a Reuters report.]

“The government acknowledges that the lack of English is one of the factors that pulls down the competitiveness this country has,” said Education Ministry spokesman Park Baeg-beom.

At least one major South Korean company requires company communication to be in English.

At more than 100,000, South Koreans outnumber any other foreign student group in the United States.

The Education Ministry estimates that as a percentage of GDP, South Korean parents spend four times more on average on private education than their counterparts in any other major economy.

Everyone seems to agree that the state schooling system, tinkered with for years by successive governments of differing political ideology, falls miserably short of providing the education on which South Korean society places such a high premium.

“The teachers are the key to solving the problem. If the teachers change, things will come back to normal in no time,” he said, urging them to accept greater competition.

US Marine sentenced to 4 years on sex charge with Japanese teen in Okinawa

TOKYO (AP) — A U.S. Marine accused of raping a 14-year-old Japanese girl was convicted of a lesser charge Friday during a court martial and sentenced to four years in prison in a case that inflamed public anger at the American military presence on Okinawa.

Staff Sgt. Tyrone L. Hadnott, 38, was found guilty of abusive sexual conduct, said Master Sgt. Chuck Albrecht, adding that four other charges — rape of a child under 16, making false official statements, adultery and “kidnapping through inveigling,” or trickery — were dropped.

Japanese police initially apprehended Hadnott but released him after the girl dropped charges. U.S. authorities then investigated the case under the strict military justice code.

Japan hosts some 50,000 American troops under a security treaty. About half of them are based on the tiny, congested island of Okinawa.

Hadnott’s Feb. 11 arrest — as well as a series of other damaging criminal accusations against American troops — worsened resentment at the U.S. military presence on the southern island.

The incident prompted the U.S. military to severely restrict troop movements on Okinawa and elsewhere, and conduct an ongoing review of its anti-sexual assault education programs and guidelines. (Source)

    By the age of 15, most Japanese junior high school students will have perfected the art of “secret” texting in the classroom: Messaging without removing their cell phones from their pockets!

    Japan urges limits to youngsters’ cell phone use as panel notes dangers of crimes, overuse

    TOKYO (AP) — Japanese youngsters are getting so addicted to Internet-linking cell phones that the government is starting a program warning parents and schools to limit their use among children.

    The government is worried about elementary and junior high school students getting sucked into cyberspace crimes, spending long hours exchanging mobile e-mails and suffering other negative effects of cell phone overuse, Masaharu Kuba, a government official overseeing the initiative, said Tuesday.

    “Japanese parents are giving cell phones to their children without giving it enough thought,” he said. “In Japan, cell phones have become an expensive toy.”

    The recommendations were submitted by an education reform panel to Prime Minister Yasuo Fukuda’s administration and approved this week.

    The panel is also asking Japanese makers to develop cell phones with only the talk function and GPS, or global positioning system, a satellite-navigation feature that can help ensure a child’s safety.

    Hiroya Masuda, the telecommunications minister, said Tuesday that electronics makers must develop cell phones that are safe for children.

    “The ministry will be naturally stepping up efforts to ask makers to develop phones with limited features,” he said on nationally televised news.

    About a third of Japanese sixth graders have cell phones, while 60 percent of ninth graders have them, according to the education ministry.

    Most mobile phones in Japan are sophisticated gadgets offering high-speed Internet access called 3G, for “third-generation,” allowing Japanese to do most everything that can be done on personal computers on cell phones, including messaging, electronic shopping, social networking, Net searches and video games.

    But the panel said better filtering programming is needed for Internet access to protect children.

    Some youngsters are spending hours at night on e-mail with their friends. One fad is “the 30 minute rule,” in which a child who doesn’t respond to e-mail within half an hour gets targeted and picked on by other schoolmates.

    Other youngsters have become victims of Internet crimes. In one case, children sent in their own snapshots to a Web site and then ended up getting threatened for money, Kuba said.

    Cell phones tend to be more personal tools than personal computers. Parents find that what their children are doing with them are increasingly difficult to monitor, Kuba said.

    Some Japanese children commute long distances by trains and buses to schools and cram-schools and parents rely on cell phones to keep in touch with their children.

    Parents typically pay about 4,000 yen (US$39) a month for cell phone fees per child.

    Japan boasts a relatively low crime rate compared to other industrialized nations, but some people are concerned that the Internet could be exploited for serious crimes. (Source)

    Oh No! It’s Chiba Again!

    Government Childcare Indeed! 

    There’s something in the air that makes people, especially the government employees very sick indeed! Chiba needs rescuing, or at least a lot of psychological counseling!

    Chiba childcare worker exposes private parts on train

    CHIBA — A Chiba Municipal Government childcare section worker has been arrested after he unzipped his trousers and exposed his private parts to a woman traveling on the same JR Keiyo Line train, police said.

    Kunihiko Fuse, 34, the official from Chiba, was arrested for indecent exposure.

    Fuse, who was sober at the time of the Tuesday night incident, denies the allegations.

    “It’s true my private parts were exposed, but it wasn’t because I wanted to show them to anyone,” he told the police.

    Police said Fuse opened his zipper and flashed his private parts at a 29-year-old woman sitting opposite him for about three minutes as they rode a Keiyo Line train on Tuesday night. The woman yelled out and a man near Fuse grabbed the government official and held him until police could arrive and arrest him.

    Fuse was on his way home at the time of the alleged crime. (Source)

    The Chinese government accepted Japan’s miserly aid of about 500 million yen (every little bit counts!) As to the idea of accepting Japanese rescue teams, China isn’t so hot.

    Excerpts from an Asahi Shimbun editorial follows. Note the patronizing tone, bullying and even implied threats! Japanese establishment still treats the Chinese like retarded kids.

    EDITORIAL: Disaster relief for China

    “As soon as the earthquake hit, Chinese authorities mobilized a large number of soldiers. Premier Wen Jiabao rushed to the stricken area to lead the rescue effort.

    “China reacted quickly apparently because it wanted to keep social unrest at a minimum as it prepares to host the Beijing Olympics. Since the epicenter was in a region inhabited by many Tibetans, no doubt Beijing wanted to avoid the impression that it was skimping on rescue activities.

    “In March, rioting flared in the stricken area and police fired shots to quell the unrest. In spite of lingering resentment between Beijing and Tibetan residents, it is important that China does its utmost to save as many lives as possible.”

    Japan stunned by wave of chemical killings

    About 350 people fled their homes in northern Japan to escape poisonous hydrogen sulfide fumes released by a neighbor who killed himself by mixing detergent and other chemicals - the latest in a series of such suicides.

    Japan has one of the world’s highest suicide rates. The new wave of chemical suicide, however, has caused concern because the poisonous fumes used can seriously harm bystanders and rescuers. (Source)

    Yet another U.S. serviceman arrested for sexual assault in Japan

    Lt. Gen. Edward Rice, can any commander trust troops that lack the minimum discipline? If you have a daughter, would you trust any of your soldiers to babysit for you without molesting her?

    TOKYO (Reuters) - Police in northern Japan arrested a U.S. serviceman on Friday for sexually assaulting a young woman, in the latest in a string of such cases involving American military that have sparked anger among Japanese.

    A U.S. Marine faces a court martial on charges of kidnapping and raping a 14-year-old girl on Japan’s southern island of Okinawa in February, in a case that sparked demonstrations on the island.

    Four other U.S. Marines from a base in southwest Japan also face court martial over the rape of a Japanese woman last year and a U.S. sailor was arrested by Japanese police last month on suspicion of murdering a taxi driver.

    The commander of U.S. troops in Japan, Lt. Gen. Edward Rice, said at his first news conference in April he would demand high standards of behavior from the 50,000 or so U.S. military personnel based in Japan.

    The communities that host U.S. bases often complain of associated noise, crime and pollution, though some local people rely on them to make a living.  (Reporting by Isabel Reynolds)
