Between author’s house and the main road, a distance of about 500 meters, 18 speed limit signs glare at the drivers, 10 of them downhill and 8 going up. The speed limit on author’s road is 40 km/h (40 kilometers per hour).

Q. What is a road speed limit?
A. A road speed limit is the maximum speed allowed by law for road vehicles.
The following table shows Japan’s speed limits in km/h.

Note: The above rules apply unless superseded by a [maximum] speed sign!
- The average speed on Gacuette’s road: 100km/h
- The fastest speed recorded: 204km/h [average vehicle speed over a 280-meter distance!]

Q. Why don’t the speeding drivers understand a fundamental, yet simple, law concerning the roads speed limits (and the safety implications), especially where speed limit signs are posted every 40-60 meters?
A technical answer: They are the dumbest drivers in the entire country-save for Chiba pref.
A probable answer: By violating the law [with impunity] the drivers “secretly” express their defiance of the master-slave system that has treated them with contempt for more than a millennium. More about the 10-rule-90 principle later.

Yesterday, last day at school before the summer holidays, Mr. Ando’s minor demons were hard at work again destroying the last vestiges of local civilization.

Righted by a resident to prevent accidents after Ando’s demons had kicked
him and knocked him over, our local poster guy sustained a head injury.

He sustained fatal injuries!

Thanks to repeated complaints, Mr Ando [avoiding the risk of further humiliation?] sent out some of his students to remove litter from the neighborhood, yesterday.

Mr. Ando’s tiny thugs continue to create a nuisance by littering our sidewalks with a new urgency. The litter, by the way, ends up on Mr. Ando’s desk the following day, but that is hardly the issue!]
Yesterday a gang of five or six juvenile delinquents from the school stole a child’s scooter which was parked outside a neighbor’s house. The gang leader somehow managed to get his feet on the tiny scooter, and disappeared downhill to the cheers of his fellow gang members.

Not far from MR Ando’s school there’s another school, a private high school affiliated with a regional university. The behavior of students at this school contrasts sharply Mr. Ando’s students. They don’t litter, brawl or steal from the neighborhood [to the best of my knowledge.]
WHY is there such a big difference between the two schools? The answer has a lot to do with the ‘10-Rule-90 principle’ and the slave mentality. More on these later…
